The Central Pollution Control Board (CPCB) on June 02, 2026, issued notice regarding the Recyclers and Producers under the “Hazardous and Other Wastes (Management and Transboundary Movement) Second Amendment Rules, 2023”.
The Ministry of Environment, Forest & Climate Change (MoEF&CC) notified the Hazardous and Other Wastes (Management and Transboundary Movement) Second Amendment Rules, 2023, effective April 1, 2024, under the Environment (Protection) Act, 1986.
Under these rules, Used Oil Recyclers must generate Extended Producer Responsibility (EPR) certificates through the designated portal, while producers must meet their EPR obligations by purchasing these certificates.
Key requirements include:
• Recyclers must maintain records of recycled product sales through GST-linked invoices.
• Recyclers without GST e-invoicing must adopt it immediately, as EPR certificates based on non-GST invoices will not be valid after June 30, 2026, and will be treated as non-compliance.
• Producers are required to accept only GST e-invoice-based sales for recycled products.
These measures aim to ensure transparency, authenticity, and regulatory compliance in the used oil recycling ecosystem.
